deny url request action doesn't work for me

Hello ,

I have forefront working only as web proxy , everything works perfectly but not the deny url request action.

I have a deny rule for a list of forbidden website and I have create an html page on an internal server for redirect user to this page when they try to browse that sites but nothing happen.

Is this a bug? Or my html page need some special code?
