High Latency Accessing websites

we  have been experiancing a problem on our campus.  Many times, when you go to a website (say NYTimes.com for example) - it takes a long time to load the page (10-40 seconds sometimes).  However, once the page is loaded, you can use the site perfectly normally.  if you close down the browser and reopoen the page, it opens at a reasonable speed (though the next day it will often be slow again).

i know it is not a bandwidth issue - as our bandwidth is barely being touched relative to how much we have.

I would suspect slower hardware on the TMG server, but since everything seems good after the first time, i rule that out also.

could it be some type of cacheing thing, or scanning thing the first time a site is hit?  how can i figure this out and resolve it?

we run tmg 2010 sp 2.  version 7.0.9193.500
