Open UDP Port Inbound

Hi,

I have a transparent web proxy appliance, however I need to open port 1311 UDP inbound for our TMG firewall to accept those incoming connections for website blocklists.

I have tried numerous amounts of different publishing rules to open up the port, but no luck!

Has anyone got a generic guide on how to open a UDP port up to the Internet on TMG 2010?
