Forefront TMG License issue

Hi Guys,

I use forefront TMG to block sites and as firewall. I noticed last week that even as I still have deny rule for the sites yet users can open the sites which was not so when we newly configured TMG. I also noticed that the license had expired last 2 weeks.

I will like to know if the license expiration is the reason it allowed all the sites blocked.
