allowing clients access to internet

I had to run the internet connection wizard after installing a new certificate and it reset the ISA configuration to defaults.  Now only clients who have the firewall client software installed get access to the internet.  Previously all interntal clients were able to get out and without the firewall clients.  What kind of a rule do I need to add to ISA to get this to work?  This is Small Business server 2003.
