Error 12250 - block HTTP requests that require auth

Hi everyone, thanks for any help on this. Perhaps I'm simply misunderstanding the situation but here goes. We are publishing some Sharepoint 2013 anonymous sites through our ISA 2006 server. When we try to access them we get the following error externally.

Error Code: 403 Forbidden. ISA Server is configured to block HTTP requests that require authentication. (12250)

I've found several blogs as well as posts here on technet that simply recommend going to the listener and checking 'Allow client authentication over HTTP" in Authentication-Advanced.

Please correct me if I'm wrong but it seems like you would not want this checked. I can't imagine wanting authentication to go via unsecured http. The odd thing is if I check this entry the site comes up properly externally and it never prompts me for any credentials. As it's not prompting for credentials, perhaps it's not the typical authentication that I'm thinking...
