can TMG perform HTTPS inspection on SecureNET Clients requests( we have not set TMG's ip address as proxy server address in their browsers)

i need to know can TMG perform HTTPS inspection on requests which are coming from SecureNET Clients which have Default Gateway & we have not set TMG's ip address as proxy server address in their browsers? what 

what about performing HTTP filtering on the same client types i mentioned above ?
