TMG does not always lock preassigned VPN IP address to the specified user (sometimes assigned to other users)

I am using SQL Server 2008 R2 and TMG 2010 Standard.

I have user assigned in a domain controller with a rule to be given a specific IP address (please see images). These users will connect to our network via VPN (SSTP protocol) over the internet thru TMG using their DC domain assigned username and password.

We see that for the most part, TMG will assigned the defined IP address 90% of the time but there are times where it will give an IP assigned to another user randomly to other users (who also are assigned to their own IP). This causes us a lot of confusion.

What do we have to do to tell either Windows Server or TMG to never assign an IP that is already linked to an existing user to another without exception and to always, without fail, only assign the IP address that is pre associated with the user or not give an IP address at all. We simply do not want anyone connected to the Network without their pre assigned IP.
