Connection was successfully closed

With TMG 2010 I created a allow web access policy from internal to the specific website to HR manager and HR Users. When I tried to access the internet from HR PC. Internet does not work and TMG gives me error message “A connection was gracefully closed in an orderly shutdown process with a three-way FIN-initiated handshake” Under logs and reporting.
